EC imposes provisional AD duties on HRC imports from Egypt, Japan, Vietnam

The European Commission has imposed provisional antidumping duties ranging from 6.9% to 42.5% on imports of hot-rolled coil steel products from Egypt, Japan and Vietnam, announced in a document April 7.

The new duties, active as of April 7, slightly differ from those proposed on March 14, and are set to be valid for a period of six months.

For Egypt, the provisional duty rate on HRC from Ezz Steel and all other companies has been set at 12.8%, lower than the initial 15.6% proposed March 14.

Japan faces the highest duties, with the rate set at 42.5% for Nippon Steel, 9.5 percentage points higher than proposals.

The rate for JFE Steel Corp. and Daido Steel is 32.9%, 0.9 percentage point higher than the proposals. In comparison, Tokyo Steel faces a duty of 6.9%, unchanged from March 14. All other HRC imports originating from Japan will face a duty rate of 42.5%.

The EC confirmed a duty rate of 12.1% for Vietnam’s Formosa Ha Tinh Steel, with the same applying to all other imports originating from the country, but there was an exception with the Hoa Phat Dung Quat Steel Joint Company not being subject to any AD charges on their HRC sales into the EU. These rates are unchanged from the proposal.

The commission chose to avoid applying levies on HRC imports from India, after no real dumping margin was found in its initial investigation.

The imposed provisional duties will not apply to stainless and grain-oriented silicon electrical steel or tool and high-speed steel strip, as well as sheets with thickness exceeding 10 mm and widths of 600 mm or more.
